On-center spacing describes centerline pitch
O.C. spacing is the distance between repeated member centerlines. It is not the clear cavity width and it is not automatically the pencil mark used on the plate.
Edge marks depend on actual member thickness
If the field mark is the near stud edge, move half the stud face thickness from the centerline. With a 1.5 in face, half is 0.75 in, so a 16 in center corresponds to a 15.25 in near edge.
The first interval can be a layout phase, not a repeated bay
When Datum 0 is the outside face of an end condition, an interior stud centered at a sheet-layout multiple can intentionally create a different distance from the end-stud center. The repeated O.C. pattern applies to the interior grid after the chosen phase.
Panel-width coordination is a cross-check
If center marks occur at 16, 32 and 48 in, a 48 in sheet edge can coincide with a centerline. That relationship is useful only when the selected panel orientation and framing detail actually call for it.
Do not convert a markout convention into a structural rule
AWC and APA resources show that framing systems use different member sizes and spacings depending on design conditions. A familiar layout mark does not prove that a wall is structurally compliant.
Quantity stays a separate job

Why 15-1/4 in can appear beside a 16 in center
If an interior stud center is intended at 16 in from Datum 0 and the stud face is 1.5 in, the near edge is 15.25 in. The next centers can still be 32, 48 and 64 in; their near edges are 31.25, 47.25 and 63.25 in.

No. In a common 1.5 in stud example it is an edge mark corresponding to a center at 16 in from the datum.
